Meta: the date on this is a best guess since I can't find it anywhere in the page itself or on the index pages of this person's site.

It's newer than March 31, 2003, because the author shows himself using a “Northwood” 2.4 GHz Celeron (model 2 stepping 9) which was first available that day: https://web.archive.org/web/20101210065321/https://ark.intel...

He's using Windows XP, and being a Microsoft certification guy would almost certainly have early-adopted Vista, so I wouldn't expect it to be newer than 2006. 2004 was the year of Firefox 1.0, so I could see HTA being described as “old, but” in the face of Firefox's hype at the time (${DEITY} take us back lol)

Anyway, posting this because I think it's cool that Microsoft had something back in 1999 that it took everyone else fifteen more years to get around to. The last time these were fully supported was IE9.
