When rewriting something is hard we often say that it relates to the code complexity.

Might that be the reason here?

He explained it. Because of encodings complexities, which lead to exponential cases: backtracking regexp, and unicode case-folding. Plus the need for metadata to be carried along, and customizations, hooks, esp. making rendering slow.
