I don't disagree with the idea that publish is a better word.
I do worry that with all software "some new people are confused" is a very dangerous reason to make changes. It feels like it could be reasonable, or maybe a couple confused sub optimal users demanding change that impacts everyone ...
When I work with new clients I often get a laundry list of customization requests, some very well thought out and reasonable, some absurd. I often ask to "push it to phase 2", and once they get familiar with the software ... suddenly they don't want to make those changes because they've adapted and they see why things are the way they are.
