The Powerless Brokers: Why California Can't Build Transit

For cahsr the voters approved a plan that was specific about the route but nobody verified the route was good. Voters only had a yes no vote, so we can't tell if they relly think that route was better or if they wanted la to sf and didn't care how it works. There is reason to believe that politicians on the current route wanted to ensure their district wasn't bypassed though.
