A very bite-sized report.

If it was authored in the US, it would lose credibility due to the current administration. Am I correct in that assessment?

I didn't knew back then, but it's obvious now in hindsight that swarm-like behavior and sleeper accounts existed at least far back to 2010, probably earlier.

So, agencies must have a more comprehensive map of those themes, how they can turn and how they were used and by whom.

It all ends up in the narratives used by regular people, so it would make sense to treat _all_ of these highly turnable discussion points that can go one way or the other into manifestations of a psychogenic epidemy. Mass induced hysteria. You can find it in western teaditional media too, it's just not labeled as Codename-123. Maybe we should label it as Skynet. It fits.

Any contribution to these highly polarized themes only boosts the swarm, which can in fact turn either way of the political spectrum. However, as it grows, it becomes less controllable.

Let's do the other thing. Inform people what is happening, let them know of these issues.

TL;DR you can't turn off their swarm without turning off yours. They're connected.
