While "Against Water" is right in the title, the article is enough about Dutch national disasters and identity that it really should have included the Hongerwinter - https://en.wikipedia.org/wiki/Dutch_famine_of_1944%E2%80%931...

(Wikipedia's "Legacy" section is all about the health effects - but the Hongerwinter, like the major floods, also had huge and enduring effects on Dutch national culture and policy.)
