This is cope. Everyone inevitably has to fire or replace a bunch of peacetime generals when war starts, that doesn't mean they won't climb the learning curve just fine.
The important measurements are "consumables they can build per week" and "available manpower", and they're doing fine, everything else will shake out in their favor.
