Unfortunately they won't as it appears to be a mindset thing of especially central Europe to be anti-AC (with the exception of cars).

A/C, fans, shade, public misting stations, and maybe a special phone line for people (elderly mostly?) who are suffering. There's a lot society could do to prevent these deaths.
