Isn't there usually a "why this happened now" aspect to big financial news? You know, "stocks lower today on profit taking", that sort of thing. The why (and who) of buying the debt is missing from this article.

My impression is that unloading this debt has been an ongoing process and this just happens to be when the process ended.
