The part about “combining sensitive data from across the federal government” reminds me of China’s Social Credit Score, only real and for punishments.

After reading this article, this gives me the "1938 and onward" vibes of particular nation in EU. While the different sources and commentators try to sound official and legal, there are just odd parallels to the particular years I mention. History repeats itself I suppose, just against different groups at different times.

It was earlier, in 1933, that IBM profited by helping Hitler run the German census which was used to identify undesirables.
