Short version: Cloud innovation, a Chinese company by Heng Lu, took millions of African IP addresses from AFRINIC but didn't use them in Africa. When uncovered, they have been torrenting lawsuits paralyzing AFRINIC (which was failing already). Now they sue everyone even talking about the issue ..
