If the Fed would change the rate to 1% that will result in inflation to quickly rise. People who live of savings, like pensioners, will be hit double. It will also result in a devaluation of the dollar, which in combination of the national depth could lead to serious problems. It looks like it will be a quick fix, but in the long run cause more harm than do good.
