British people are refusing to pay the licence fee.

And it's difficult for the government to make it compulsory, as that would be an admission that it has always been a state propaganda machine.

Some trivia: in the UK, by law, certain channels have to be at the first position on all TVs sold. With BBC taking channels 1 and 2.
