What use is this to OpenAI?

It confers investor confidence without doing anything.

Your AI will come in a cool-looking yet functionally useless case!

can someone explain? it looks like these guys formed this company "io" on paper and then OpenAI instantly bought it for $6.5bln??

I can explain.

1. The "tech investor" class is a middle-aged American market that is incredibly jaded by politics and the economy, and wants to sell "magic" made by American businesses even when it's asinine and doesn't make sense.

2. Typically these investors put their money on blue-chip businesses like Disney and Apple who have a reputation for consistently schystering their customers through marketing, turning them into entertainment-addicted neanderthals.

3. Startups signal that they want to break into this echelon of mindless consumerism by hiring the posterchild of user-gaslighting design patterns and showing investors how close they are in a carefully-designed press release.

4. People distrust the new startup but are forced to overvalue it because of it's proximity to so-called "thought leaders" that the investor class loves so much.

Rinse and repeat until you've got enough money to retire.
