It’s a bit more complicated than that for Palestine Action.

Its activists broke into an active military base and defaced (non-nuclear capable) aircraft [1]. On one hand, this was incredibly irresponsible during a state of heightened concern given Russia’s constant nonsense. On the other hand, breaking into military bases is precedented protest action in Britain [2].

Did London overreact, based on precedent? Yes. Was that totally unreasonable? In kind, perhaps not—breaking the precedent of protesters breaking into military bases is probably smart. Did sending that message require charging anyone as terrorists? No, of course not.
