Absolutely. This is a required step for renting cars these days - get your phone out, and do a complete walk-around, as well as taking video of the interior. Make sure you record the gas level & the odometer as well.

After the whole thing about Hertz getting innocent customers put in jail, I find it shocking that anyone is still willing to be a Hertz customer at all.
