If you have plenty of money, and "It's Too Hot In Here!" emotions, then "Get A/C" looks like a great fix.

Vs. if you're a competent national policy maker, in a state that isn't rolling in petro-dollars, then A/C is only going to be one element of a larger Adverse Weather Abatement strategy. That's far more complex than most people imagine.

A starter on the complexity: Most commercial-scale A/C units use a lot of fresh water. If you've got a severe drought when it gets really hot, can you keep everything going? Historically, droughts and heat waves correlate. Especially if you adjust the precipitation data for extreme events - which cause lots of flood damage, but are very difficult for most fresh water supply systems to capture.
