Probably decades ago now, I read a claim where the author concluded that they were a mnemonic device travelers used to remember unit conversion formulas for different locales. There was a website with loads of photos and measurements, but I have no idea if it's even still online or if the original author is still alive, and I'm not sure I could track it down if I tried.
