I see no reason why Google shouldn't be liable when they mislead a customer to a scammer. The credit card companies -- one of the primary victims here -- should sue.

Agreed. In the end the use of these kinds of tools falls under their responsibility. If I were to drive a car that 90% of the time goes the opposite of where I am steering, I would definitely blame the manufacturer.
