As long you are in the EU, they always can go to court.
For the job offer: since you have an open debt, the SCHUFA will still have an record about you.
The landlords usually check against them. Living in Germany makes them easier to find you.
The easiest way is to contact debt collector and pay the debt, the banks are required to update the schufa about the cleared debt and the court problem is also solved.
the court can order garnishing and distraints, but only up to the minimal amount you need to live, so food, water and rent are safe, but everything else not exactly required for living can be taken. Some stuff is sold directly or auctioned away. The absolute minimum distraint protected income is currently 1555€. The exact garnished/distrainted amount depend on your situation.
