I can’t find any recent communications asking residents to cut back on showers. However, it is true in the sense that Abilene chronically suffers from low water supplies, as discussed at the Federal Reserve here: https://www.dallasfed.org/research/swe/2025/swe2506

There are some evergreen informational pages at abilenetx.gov talking about “How YOU can reduce our water consumption!” but it looks like those have been up for a long time and are very general in nature.
