The reason was so I could write something completely unrelated...
I was hoping this was a strategy to counter stochastic terrorism, that would have been neat to read about and somehow transparency seems like a good starting point.

Funny; I thought it was referencing the practice of C-suites to effect 'transparency' basically at their leisure. Though I suppose that's not really stochastic, it's quite clear when it is self-serving for them to be transparent or to lie.

Oh this is from 2010.
Maybe that's how the hair in Baldur's Gate 3 is done. It looks amazing when the character is standing still, and then gets noisy when they're moving.
