It's not ironic, it's CapEx, the same reason you can't "manufacture more chips".
If the US government doesn't care about natsec, why should Intel? Back in the early 2000s Andy Grove publicly stated that if nothing is done by the legislators, "everything will go out", meaning chip production will move offshore. It was obvious for everyone with a brain but not for the two parties who like market manipulation and playing games.

The headline seems misleading, the quote in the article is:
"[...]we may pause or discontinue our pursuit of Intel 14A and successor nodes and various of our manufacturing expansion projects."

The headline is consistent with this quote once you correct for all the legalese.
