I remember reading Japan has some sort of alternative to Visa/MasterCard. If that is true, and it is actually what that is, then Japan is the only one who can (and is apparently somewhat willing) to do something about this ridiculous situation.

They have their credit cards called JCB, but it is still a pain to get a JCB card overseas

JCB is another card network, and a very viable alternative. Paypal does not support it though, which is dumb.
