> Meta, the owner of Instagram and Facebook, says it already has a multilayered approach to age checking. This includes its teen account feature – a default setting for anyone under 18 – that it says already provides an “age appropriate” experience for young users.

What else would it mean? Logically you can either exclude users who are under 18 or provide a different experience for them. Otherwise there would be no point in checking their age in the first place.

It would mean, you know, actually checking their age.
Checking is one thing. Providing to those you've checked is entirely another.
