My dog has a penis. I assume that the penis is a male body part and therefore my dog is a male. Is this correct for my dog but not for a human male? Incorrect for both? Correct for both? What is it about the human species that might make it different for us? What would Strangio tell me?

It's not the penis that makes your dog male, it's the chromosomes. In chromosomal terms, with humans, there are more than two sexes.
