Sounds like this has little to do with the recent "Harvard vs. Trump" fight.
Though if a university has to fight & win a Federal court case, to be able to fire just one fraudulent employee - it's pretty easy to see why institutions have very little interest in fighting academic misconduct. The vast majority of them don't have the financial resources to try.
