Eliezer (the author of this piece, in 2023) is best described as a 'technical blowhard'. He very much likes to pontificate about things that are so unrealistic that they sound like a great fiction novel. His career has moved into the stage where he tells people the great work they are doing is going destroy the world while sitting comfortable in an arm chair. He loves talking about an industry that he isn't actually in.

Given the relatively free economy we have, the only way AI will be shut down is if there were some sort of worldwide natural disaster that shut it down. No one will voluntarily do it becuase they are too greedy.

The "why" part aside, the "how" is clearly a fantasy: get all countries in the world unite and shut down all AI. Not going to happen, sorry...
