I feel like the 1.38B is probably worth it to Google, if they can use these privacy violations to enhance their advertising scheme. It would be great if we had a better thing than just fines to discourage privacy violations.

When one person gets a fine, it's annoying and it works. If a small company gets a fine they are sure to behave better because they have a limited budget. But if a major, soulless tech corporation gets a fine, they have a highly efficient team of lawyers and optimizers to just make sure it's worth it because the transactional overhead is minimal for them.

Privacy violations should just pay the people affected. If you are gojng to put a dollar value on someone's personal data, at least give them it.
