Well yes but where's the rest of the owl? Is it assumed I already have some software ready to send my BTC via Lightning to the merchant's wallet? Does it only work if my BTC is managed by CashApp?

Lightning is a layer two protocol on Bitcoin. It supports any Lightning wallet including CashApp.
