Every one of these "ELI5" descriptions sounds like these are just wonderful plans that benefit everyone with no possible downsides or risks, and certainly no overreach or illegality.

If anything, this is an excellent proof of why we shouldn't rely on AI summaries of important things.

Well sure. EOs are basically memos that are also press releases, so they include a bunch of positive fluff. LLMs love fluff, so it is unsurprising that they overindex on that part.
