Depends how experienced you are. If you have no degree yet, here's the recipe I recommend if you have never held a programming job:
Ensure to get at least a B.Sc. in computer science (36 months).
Make some very good friends on the way (included in the time above).
In addition to working hard to build up solid knowledge in your studies, go to the occasional meetup (included in the time above).
If, on the other hand, you are experienced, it depends on whether you already have an idea or not. If yes, build a team, write a business plan, consider joining YCombinator or some other incubator scheme, validate your idea in the market (this can take various forms from talking to prospective customers to raising some funding to build a prototype). SF and Palo Alto has enough founders sitting around in cafes that you can meet and get some advice about practical matters (e.g. which bank to use for your business account). You also need to find a name, get a domain and Web site, incorporate a LLC.
