NYT only mentions "16 states, including Florida, New York and Pennsylvania, even to people who meet newly restricted criteria"

A web search turned up no mention of the other 13 states, nor did the CVS website.

As for Wallgreens,

I suppose the 16 will be revealed. It's just interesting that 13 were not mentioned in the article, nor anywhere else I looked tonight.

Those states are Arizona, Colorado, Florida, Georgia, Kentucky, Louisiana, Maine, Massachusetts, Nevada, New Mexico, New York, North Carolina, Pennsylvania, Utah, Virginia and West Virginia, along with the District of Columbia.
