Typical Apple dev services. I swear Quinn “The Eskimo!” is the only person at Apple capable of providing dev support.
I've been trying for months to get them to migrate the "Default Mail Client" entitlement from a special drop-down menu on profiles in our account—something that they granted us years ago—to a capability on the app ID. I've gone through every documented support channel I can find:

Sending an email to a special address that they previously had documented from the `com.apple.developer.mail-client` page till a few weeks ago, which just sent an auto reply linking to the form the page now links to.
Opening a DTS ticket.
At one point I got a no-reply email from someone at Apple who provided only their first name saying they'd kicked off the migration, along with an autogenerated email that had a bunch of template variables that obviously hadn't been filled in, and of course, the migration hadn't actually occurred.

Google Play provides similarly terrible support if you need something like an upload key reset.
There really is very little reason to file bugs with Apple now.
