Isn’t Patriot really old? Why are they talking about upgrading it instead of building something entirely new?

Isn't Ukraine only allowed to run some very old firmware versions on all these US weapons? E.g. they are available and provided to Ukraine but with limited capabilities and features so as not to leak current capability of these weapons (allowing Russia to use their war to research US/NATO capabilities).
