Julian Davis Mortenson describes the Vesting Clause as an “empty vessel” that does not gain meaning until Congress actually enacts laws. He argues convincingly through deep and thoruugh historical investigatiosn that the meaning of "Executive Power" has gone from a highly specific meaning as commonly understood at the founding of the United States to a more generalized "The things executives usually do" which includes many things that are more like being a king.
