It's such a contrast, isn't it? While China simply funds the growth of strategically important industries until they're competitive, the West is paralyzed with terror that not offshoring everything is more expensive, and so does nothing.

And the author of those tweets, William Huo, "Princeton, Intel's first Chief Representative in Beijing" - educated in America's finest school, employed (formerly, I believe) by their showhorse semiconductor company, and openly loyal to China - his pinned tweet reads:

I’ve come to see my tweets not as commentary but as a running chronicle of history. Each one marks a watershed moment in China’s push to reclaim its rightful place in the global order. - https://x.com/wmhuo168/status/1933820055084843372

Is it any wonder western companies fail to compete, when they employ in their highest ranks personnel with opposing loyalties?

Its not a failure to compete, its a refusal to compete. More important to them than profits, is control. The moment they start building out, advancing, and actually competing, they risk losing control over the product. They are getting exactly what they want out of thier position.

And, we are not "paralyzed with terror," were in an induced coma. Bureaucracy, patent fiefdoms, design copyrights, licensing, permitting, everything is about keeping production under strict control, and making it impossible to compete. To keep us from rolling our own products, competing, and escaping...control.
