What you can do:
- Use AI chips not linked to China or other restricted countries.
- Train (non-Chinese) AI models using U.S. chips, if you know they won't be used by or for China or its military.
- Analyze or test Chinese AI chips strictly for research (e.g., destructive testing), not deployment.
What you cannot do:
- Use, sell, or integrate Chinese AI chips (e.g., Huawei Ascend).
- Sell U.S. AI chips if you know they'll be used to train AI for China or other restricted countries.
- Train AI models for or on behalf of Chinese entities, even if hosted outside China.
- Assist or support AI model training that may benefit Chinese military or intelligence (this includes U.S. persons, not just companies).
- Ignore red flags like shady addresses, no website, unclear end users, or odd purchase behavior.
- Pretend you don't know a violation might happen ("self-blinding" is not allowed).
- Skip due diligence - you're required to verify customers, uses, and re-export risks.
