The city is forced to provide camping spaces due to a “disability rights” lawsuit? Sounds like an abusive lawsuit using allegedly disabled people as a wedge, to be honest. Using disability rights to force tax paying residents to accommodate permanently homeless people at large is unjust. Most of the homeless in many cities in Oregon are there because they lack personal responsibility, often addicted to fentanyl. Why should others have to lose their public spaces like parks, or hard earned money (taxes), to support those not willing to provide for themselves?
