There are lots of special cutouts for politically favored companies and those who invest in US production. (Or "plan" to.)
In other words, it's basically corruption that will advantage very large firms (who can make token investments or credibly announce investments but kick that can down the road,) and politically connected firms that have lobbyists on retainer -- and disadvantage everybody else.
