I'm just here to point out it's perfectly possible to run an election with low fraud, and high turnout and a complex multi vote marking requirement, totally with paper and pencil (or pen: your choice)
Australia does it. It's not hard. The count is not hard. Not having fraud is not hard.
What's hard is mutuality and goodwill. We don't have a high rate of fraud or a high rate of accusations of fraud because of the maintenance of social capital. There are fringe dwellers in the electoral space who want to introduce the US dissent and fear, but mostly, we don't have this problem.
