Originally there was strong push to get permitting, even though they were operating legally by not having generators in place for a full calendar year.
Now that they’ve applied for (and been granted) permitting for 15 of 24 on-site turbines, you would think some appreciation of continued compliance (assuming the other generators are removed/permitted), instead of anger that the permits had even been allowed.
