In Minnesota we use paper that you fill out with a pen. The paper then gets scanned into locked boxes. Accordingly even if the scanner or data collection is flawed they can still check the boxes and trace that to the scanner and so on. I like the mix of paper that can be checked and electronics.

there is nothing hanging :) VA has the same system, paper is filled out and read by a machine. if you need to count manually just look at the paper
