Other OECD states enact explicit or implicit (monopsony) price controls.

That's the unifying factor in non-US developed world healthcare systems. There's a wide variety of approaches, but AFAIK all effect price controls one way or another, if you want to find the "one weird trick" that makes all of them a lot cheaper.
