E.g. Sweden has been have offering grants since the mid 90s ("återvandringsbidrag") to go back home. In this case for those with valid permits to stay.
Recently the current government has announced they want to increase the amount to about $35k/adult. That's the carrot. The whip is TBD.
This is one of the least deranged new policies from the WH the past few months, IMO.

Do not believe what the DHS quote says. This is absolutely not for undocumented or illegal immigrants. The article takes that quote and just accepts it at face value without doing any research, Even though outside of that quote it just calls the migrants. Most of the news media accepts that what is happening is largely undocumented or illegal immigrants, or is at least accepting the quotes from the government officials without question. That is factually untrue. I personally know people who are documented who have been picked up by immigration and are being detained by them and they are attempting to be coerced into signing papers for voluntary deportation.
If you look around you can find where the government has just arbitrarily withdrawn the asylum applications from tens of thousands of people and scheduled them for deportation. If you have applied for asylum you are not an undocumented immigrant. You are in fact a documented immigrant. The ice detention facilities are backlogged six days just processing people into the facility. This means they are waiting without proper food medical care or sleep for six plus days.
Most of these people that they're picking up are documented. They have papers that allow them to be here they have work permits they have jobs and they are legal to stay here while waiting for the slow government process.
So absolutely this is not at all for undocumented and illegal immigrants. This is people who are documented who came here legally according to the process at the time. How else do you think they will be able to vet them in the system to make sure that they can get their $1,000 paid out?
