If one throws away their misconceptions and self deceptions one may rephrase this in a revealing way.

If quantum world is potential distribution and localities are super amplitudes themselves, they only resolve to classical considerations during real time resolve (“measurement” which should be restated “interference”.)

The internal quantum disposition is only relevant when it interferes with something, and everything does all the time giving form to manifest reality. Not “measurement.” You derps are reading it with a hammer and calling that quantum resolve. Any interference even negative differential resistance has influence within the quantum bubble under investigation. Its actual “state” is only a fleeting reading which instantaneously begins to decay without continuity (embodiment of stable potential).
