If he succeeds Europe is going to pick it up first - they're well positioned to do so. Chinese citizens know that they don't trust the Chinese government and industry overall, so Western high-tech medicine has cachet value (e.g. it's still a thing for Chinese Australians to buy up local infant formula and send it back home since the formula scandal).
Being stable with a trusted regulatory state is the name of the game there.
