The article says that this rise is driven mainly by subsidies. I mean for a country like China which is the top importer of oil, it makes absolute sense to heavily subsidize Electric Vehicles.
USA would naturally be more reluctant to do something like this even with a Democrat in the office let alone with Trump.
China is also rapidly building its nuclear power plants. If the US was actually doing that, giving heavy EV subsidies in the US would have been a lot more easier.
