If everyone's climate was like Vienna's, air conditioning wouldn't be all that necessary. I swear that the better the climate, the worse the NIMBYism.

If someone magically erased NIMBYism from Marin County, California, within a year it would become extremely affordable with much less environmental impact per capita.

Building affordable housing is pretty much opposite of NIMBYism, or? In this case it is the city itself that does it.

And the rest of the argument is even less coherent, why are we obliged to live in such a way that just dozen hours of electricity outage causes health hazard due to temperatures?

We had a similar plan in Switzerland where a constitutional target of 10% of non for profit housing could have been set. Unfortunately, a large part of the population are labour aristocrats so they probably saw themselves as potential future landlords and saw it as a threat against their old age income.
