Part of the reason is the PCIe 6 differ from PCIe 5 so much there will be a learning curve involved.
Another reason being power consumption is already an issue with PCIe 5, took them 2-3 years to get the controller to under 10W while serving double the bandwidth of PCIe 4 SSD.

There's a potential for PCIE7 to leapfrog (depends on engineering and demand):
expect actual PCIe 7.0 devices and platforms on the market sometime in 2028 – 2029, if everything goes as planned
It seems SSDs get the tech more slowly but with a bit of luck 7 might beat 6 to market!
